East Germany announced new travel rules badly, and when people heard they could cross, crowds gathered at border points. Guards eventually opened the gates. The event mattered globally because a concrete wall had become a symbol of the Cold War divide. The lesson is that systems can look permanent until a mistake reveals their weakness.
