The idea in context
Roosevelt said this in his 1899 speech 'The Strenuous Life', delivered in Chicago while he was Governor of New York, two years before becoming president. His whole argument was against comfort and timidity: a life of ease, he warned, is not worth living. Better to attempt great things and risk failure than to sit safely on the sidelines having never tried.
